Because Bungie did not like having to try to balance PVP with guns that do things they were never intended to do (AR's challenging PR's at range, HC's challenging everything at range, etc.).
So they came up with a bunch of trashy perks to mix in with the incredible Y1 perks they made, then they nerfed Y1 perks, and now, you have to hope that the gun you get has mostly Y1 perks in order for it to be good. No gun is going to be good with a Exhumed + Gorilla Fighter roll. PERIOD.

Guerilla fighter could actually be very good to be honest, with the buff to it's stat gains when in cover. The issue is that what counts as cover in itself is never covered well.

Guerilla fighter procs when you are behind cover like a box, when you crouch behind it and aim you will automatically peek over the box, then when you descope you will fall behind cover again. That's the only time I can get it to proc.

So it's like Destiny's stealth mechanics? Barely there.

wrong ! those weapon were working as intended, what they realize is that their maps are too small, instead of spending $$$ to fix their maps they decided to nerf everything into the ground, poor decision

For the most part, I think map size is pretty decent in this game, though I would like to see a lot more larger maps.
