Not saying that you're wrong i'm just giving you a better solution (in my opinion).
hand cannons: i think they should buff the range (just enough so everything has the same default range as eyesaluna or maybe less).
Auto rifles: buff impact on high impact autos and very slightly boost stability for all mid ROF autos.
Scouts: change nothing,
Pulses: impact nerf for grasp of malok, impact buff for mid and high ROF pulses.
Snipers: completely eliminate perks like:snapshot, QuickDraw and hidden hand, make all snipers have the same base aim assist.
Shotguns: slight impact nerf (maybe 2 less damage for pellet would tame the range just enough).
Fusions and sidearms are fine.
All heavies are fine,
Stormcaller: increase range of ionic blink, decrease range of the super, anything even slightly outside the cross hair is not considered a hit while in stormtrance.
Sunsinger: buff the range and activation time of firebolts.
Defender:supress all enemies who enter the bubble and make the bubble actually indestructible.
Striker, make Shoulder charge take away your melee charge on hit (so it can be used for mobility) and add a 10 second cool down for juggernaut (if it is destroyed).
Sunbreakers: buff the perk that makes hammers track just slightly, make explosive pyre activate on ability kills as well.
Blade dancer: give 55% damage reduction while in super, insanely boosts your movement speed while in super.
Gunslinger: buff tripmine, buff throwing knife, buff golden gun to make sure that nothing can survive at all (make it do like 800 damage).
Nighstalker and voidwalker are fine.
(if it could be done, eliminate the cool down on blink but decrease the lunge distance by like 2 feet).

About high rate of fire some do not need a buff at all. Someone I played against had a shadow price with focused fire and it 3 shot

Best suggestions I've seen so far. Only thing I disagree with is pulse rifles can just out shoot at way to far a range. Maybe lower impact may do something but I don't know.
