He's in the Forgotten Shore on Earth, by a cave near the ships. You go past him on your way to the Warsat in the SABER strike. There is usually just a normal Vandal there, but once in a while it's a Vandal that is wayyy too powerful and aggressive (he likes to run at people and punch them). It'll take all of your heavy ammo and then some to kill him. That's Randal.

Made the mistake of stopping off to wave at him the other day on my way to the sabre strike, got killed almost instantly, team mate came over to revive me, also died... I shot his shank friend, waved goodbye and ran for my life
