Before I fully elaborate I need to address some key ideas first. Let's explore the idea of consent. Content is the approval of an individual. When two people content to something both parties agree to whatever. However, when a party violates the consent of another party they are acting as a governing force.
A government imposes it's will on to parties by force. A government is the enforcement of a will sometimes regardless of consent.
Therefore, when somebody steals the property of some party they are violating the consent of that party and are acting as a governing force.
Anarchism is a world where there are no governing forces. That means that nobodies' consent is ever violated and therefore anarchism is true peace.

Anarchy would be great if people were better. Since they aren't, the best solution is to have the weakest government that can last, with a Constitution and Bill of Rights to shackle and permanently weaken it. Basically it is mostly there to take up space so strongmen or other countries don't seize control.

Thus there is chaos due to everyone doing whatever they want to do. Man is both good and bad. Some will do good, most will do bad. This will make terror and fear for those who want to do good. True freedom is found when one balances the two. And that is where you will find the most peace.
