What do you mean arbitrary? It's the effective date, not arbitrary. There's a big difference.

Arbitrary as in, "why did they drop the refer a friend thing months after people have probably already recruited their friends?" (We know it's for business reasons *cough* *cough*) I'm not talking about the literal date.
