What if they let you pick up ammo for Icebreaker? Like Invective does. That would make it still very good, but limit how fast you could endlessly snipe far away from the battle. Maybe only 1 or 2 shots per brick of special, and they'd have to alter how much special ammo drops when using Icebreaker, but I think that could be a good solution without really hurting the weapon when used in the mix of enemies.
