If you are talking about Mercury, you are not locked out, you just have to do what it takes to get there.
If you are talking about paying for DLC, well, I don't even know how to respond to that.

The DLC, I was playing a week in and all of a sudden lost access. The fast solution is throw more money at bungie. Or wait till they figure something out. Which is my problem because they just say to download the license but I'm being charged to do so.
