I might be missing something, but aren't raid weapons supposed to be from the raid? Having them be sold by Xur would kinda just make them weapons. Its not like they are available if you go and do the raids.

Well by a certain point no one will want to do the VoG. By the time a raid passes the guns become more or less collectible items. Hence Xür being able to sell them. No one would or should care if they're just old dusty guns.
-
I don't see why Xur should sell them. Raid rewards should be kept to the specific raid, and they serve as an incentive to complete the reward. If you want to collect the raid weapons you should just do the raid, its not like the drop rates are insanely low. There's no need for Xur to start a charity

Dude I've only ever gotten 4 raid weapons. 3 VoG and 1 Crota.

They are stronger than normal legendary weapons, and they are meant to be rewards for those who do raids. The only reason Xur exists is to provide a definite way to obtain exotics, if he didn't exist the highest tier weapons could only be obtained by pure luck. Raid weapons on the other hand are dropped from completing raids.

Yes 7 completions, does it say how many futile attempts?

No, but that doesn't change anything. Raid weapons are rewards for raids, and like it or not, they are going to stay that way. You won't be instantly rewarded with them and if you feel that they aren't worth the effort that's fine. But that doesn't mean they should be sold by Xur.
