So my friend's steam account got restricted and there is no way to revert the damage. We are wondering if there might be a possible way (talking to bungie support members here) to transfer his account data/information to a different steam account. He had bought every DLC (Excluding dungeon keys) and has 157 hours on the game. He is now permanently unable to buy those dungeon keys. He rather not to spending another few hundred dollars and redoing his 157 hours of progress. ALSO Cross-Save is NOT an option as he cannot sign into his bungie account on the website (hence why I am writing this for him) CLARIFICATION: He is still able to play his steam games just not able to buy any
