Hi there. As mentioned by jmann43b, name changes cannot be purchased and requests for more changes will be ignored. By now players have been allowed up to 4 name changes. If the name field in your settings says "You can only change your name 1 time", that means you can still change it. If it's disabled and says you can't change your name, then you can't change your name anymore and must wait until sometime in the future if/when Bungie grants another name change to all players.
