Please remove the Threaded Specter cooldown penalty in PVE
This is completely unnecessary!
Currently, equipping Threaded Specter Aspect still causes the Gambler's Dodge cooldown to increase from 19s to 32s (100 Class stats). This is due to a previous PVP balance adjustment, and there is no need for this effect to be applied in PVE at all!
