Not sure how much cross over is there… most of the pvp mains I know don’t bother with pve activities unless there is a specific gun (matador) for example.

Higher power level means higher tier gear. Better builds make a big difference in PvP.

It’s not that big of a difference unless it’s some cheesy build like incisor slice last season.
