Guerilla Fighter is the most worthless. Bungie actually put in a cover system but then only made 2 spots where it's applicable in the entire -blam!-ing game.

Perfectionist isn't terrible and mulligan was fixed and is kinda useful in crucible

Exhumed is probably the worst PvE perk. Even Trials it sucks because it's so miniscule.
