The Arrow with the powers of S.T.A.R Labs can create some projection status field arrows that can trap him in some slowing thigh like how reverse flash needed that machine too make him faster, they could reverse the effect and make it into an arrow so when fired, flash would catch it and it would detonate, making him walk like a normal human..... OR A.T.O.M. Suit....literally S.T.A.R. Labs helped him build a military grade insane Exo suit that can level cities...
