Maybe stop people playing with/against those that they have blocked? You’ll see an increase in players.
You ca only block so many people anyway so that’s not even a valid excuse not to do it

I (and have seen others) use the block system for indicating the players to watch out for... makes a nice symbol... It could be used to just avoid a tough player... ...otherwise especially with diminshing player-base you can't use it for matchmaking -
