Winter's Guile Doesnt Increase Melee Generation Speed

PLATFORM: Steam CPU: Intel(R) Core(TM) i5-10400F CPU @ 2.90GHz (12 CPUs), ~2.9GHz GPU: AMD Radeon RX590 GME RAM: 26GB GPU Driver Version: 25.8.1 OS Version: Windows 11 Pro 64-bit (10.0, Build 26200) (26100.ge_release.240331-1435) ISP Provider/Speed (upload/download) / Connection Type (LAN or wireless): LAN ISSUE: when equip winter's guile for warlock class, after melee kill, it doesnt increase melee generation speed even with warlord's sigil buff on. refer to youtube link

Only Warlord's Fury increases melee Regen.
