How would I get to rank 8?
I've been grinding out ranks. FInally hit 7, and when I went to get 8 I found out master conquests are disabled. Turns out the famine modifier is also unavailable, any ideas on what I should do? Cause I'm locked at my rank till they are available again.

Nothing you can do about the conquest until bungie re-enables it. For famine, you just need to deselect the current ammo modifier & enable famine.
