The nine are basically dust. Dust doesn't have a voice. Besides that one of the dialogue scenes in the pre-release footage has a Nine member telling us they're speaking to us through thought.

You could have done a cinematic with flashing images, gotten a familiar character to voice the nine as our brain tries to make sense of the inconceivable dialogue, or gotten an *emissary*, like the one now, to be their voice. But what wwe have is basically static and subtitles, because that is the cheapest option and people who play this game defended this practice in Heresy.

Unless there was something when Tot9 were around, you might need to do some fact checking. As far as the story goes, it appears canon. Maybe something changes when the release happens. It's teaser footage after all.

The Nine have never spoken to us directly, and for the better part of a decade Bungie found a way to convey their intentions that were better than unvoiced dialgoue and a "distorted soundwave" [quote]Maybe something changes when the release happens.
