Hi there,
For an account to be eligible to purchase a copy of Destiny 2: Forsaken, the account must own all previous Destiny 2 content, including the base game, Curse of Osiris, and Warmind.

To be eligible.... Would that also mean if they don't actually own the DLC, they can't even purchase the Forsaken DLC off the Xbox Store? I provided him with links earlier and they were working fine for me. However, he stated that the Forsaken one did not give him the option to buy it on the Microsoft website.

That is correct. Players must own D2, Curse of Osiris and Warmind in order to purchase Forsaken.
