Explain how. If you have a max level guardian then technically you've already won. All this does is let people who don't have a lot of time to play experience the different classes/subclasses more easily. Pay to win is where you pay and you get better gear than others and are more powerful than them because of how much you spent. Paying money to have a subclass leveled up or a character to reach level 40 (or whatever the max level is - NOT light level) is not pay to win, especially if the player already has a max light level Guardian.
