1 ReplyVery few exotics are exotic. It should only be exotic if a legendary can't do it. Meaning if you can get a good roll or select a perk that does the same thing as an exotic, then that exotic isn't exotic. No legendary can do what a saint 14, bad juju, or obsidian mind do. Those are actual exotics, to name a few.

I agree with Mgvertigo101 with Thunderlord as much as I enjoy it. On the other hand that shotgun Titans get from rank two Gunsmith is a legendary that wants to be an exotic.
