Xur is actually in the reef, not the tower this week! I hope this helps.

Actually Xur relocated to the tower this week. People were not able to open the door in the reef, so he picked up his wears and went to the tower.

He is, you just have to look a little. [url=https://www.bungie.net/en/Forum/Post/177864220/0/0]Xur has been relocated[/url] from the Reef social hub to the Tower on earth because he has been locked behind a door for a lot of gaurdians trying to seem him out for his goodies. Not to worry he can be located in the Tower Hanger at the right hand side of the staircase that takes you into the hanger.
