In my opinion it's a bit unfair that guardians that have been here since year 1 without the taken king have been "left in the dust" . I also think it will be a good change because non taken king players can level up and get ready for when they buy the dlc.

There's no reason to be level 40 if you do not have ttk. There is no enemy higher than 35 for people without access to ttk. If you want to continue, but the dlc.

Everything else they have is below that level so there is no need to be any higher. However, with Iron Banner and Trials of Osiris around the corner it will be interesting to see how Bungie approach it. If it stays the way it is then yes it is unfair, but if they add a certain level of balance i.e; Highest level non TTK (35) = Highest level TTK (40) Then it will be fine. We will have to wait and see. But regarding PVE activities? No they shouldn't raise the cap. They don't need it and its a good incentive to encourage people to buy TTK. The more people that have the DLC, the better the world for us.

That said they will be just as weak as before and still will fail at endgame post TK. Letting them level to 40 will do nothing but serve as a gateway to ask for more free stuff because they would never be able to beat the content they could now access. Seperate endgame content would be ok, but that is up to Bungi as we all agreed to the terms when we fired the game up. They are not obligated to do anything as the core game is still intact. People need to realize that playlists and actual content are two different things. In short, buy the expansion or enjoy the core content you have.
