I don't know how that crap works, do you only get rep for testing weps on armsday?

No, you can get rep buy using the White weapons he has and doing that set challenge on them or sometimes a purple gun drops with a long name that is basically what you give him to get xp. Arms day which is wednesday is the day you can trade in your packages you get from him after each level. Each package has a purple weapon.
