Maximum player light means nothing in strikes. You should gear correctly to the modifiers. You don't get any drops that are unencrypted in strikes. Equip your highest light gear when you decrypt or before you open the strike chest. I'm being matched with all 380+ light players. There is simply no excuse to not gear correctly.
