In Vanilla the villain was The Black Garden heart.
In the dark below it was Crota.
In House Of Wolves it was Skolas.

I think there is a guarantee that the enemy is Fallen. I don't think Exile are organized enough or powerful enough to mount an attack on the City. The remaining powerful House is Kings.
