It took me almost 2 weeks of running dragon strikes and level 28 PoE's before I got mine on the Taniks strike. I was bored and had nothing else to do. In all my runs I only saw it drop 2 other times for others- both in the Archon Priest strike.
It was kind of anti-climatic for me as I knew I was grinding for an OP PvP weapon, knowing that Destiny PvP is complete garbage.

I don't really know. I never saw it drop in the PoEs I ran. But I would think so
