Whisper Intrinsic Perks unavailable after EoF?
Just helped a friend do whisper and its associated quests once finished and item leveled up he is still unable to upgrade them. This is apparently an issue with Slayers fang as well

Tell them to destroy all 7 oracles - https://www.youtube.com/watch?v=66v9zXYEQps. Intrinsics come from destroying those, rather than quests.
