Hey there, if you purchased the ultimate edition on Steam first and then cross-saved, this tied the passes to Steam and then made them go dormant when you selected XBox as the Active account. The way to do it is cross-save first and then buy it, that ties the passes (which count as in-game Eververse purchases even when bought as part of a platform store bundle) to XBox as it's the Active account, that's where you want them.
