I am trying to activate cross-save in preparation for cross-platform but I am unable to as one of my accounts is not authorised. I no longer use or have access to my PlayStation account linked to my Bungie account and I am unable to unlink it as I have forgotten the password and no longer have access to the email it is attached to. Is there any other way of getting it removed or removing it myself.

Hey, Bungie will not remove any accounts linked to profiles, the only way to do this is by entering that account's login information. If you are unable to regain access to the account, your only option to enable cross-save would be to create a new Bungie profile and move the accounts you have access to there. You would need to create one dummy account to leave linked to your current profile, since you cannot unlink an account that you are using to log into Bungie.net. Unfortunately, this would mean losing any emblems that are linked to your current profile.

I am able to authorise my Xbox and Steam accounts so why am I not able to activate cross save on just those two.

So I've just been in contact with Sony and as I no longer have access to the email or anything linked to the account I can't get access. This means I am unable to unlink my PSN account from my bungie account and I am never going to be able to activate cross-save. Surely somebody at bungie can remove the linked account, otherwise I am never going to be able to play Destiny on PC with my characters from Xbox.

Sorry but you will have to work with Sony to regain access to that account. The authentication system is there as a security measure and as such Bungie will not bypass it for any reason.
