Missing Pale Heart Relativism Focus Tab
Unsure if this is widely occuring, but since approximately the End of Episode Heresy My Hunter Character has been unable to access the Focusing Tab for the Exotic Perks for the Exotic Class Item "Relativism". If photographic proof is needed I will provide it of a current Gamplay Session but I hope that even the Awareness of such an Issue might be enough to resolve it.

In order to be able to focus at Ghost, you need to have a Dual Destiny clear on that specific character. Your Hunter hasn't got any clears of Dual Destiny. Bungie allowed obtaining the class items via Festival of the Lost but that didn't include unlocking the ability to focus traits.
