If you really want to not deal with modifiers past 200, then pvp would be your only option, or play a different game. It doesn't seem like this progression system is changing any time soon, they're doubling down on it from what I've seen to try to milk players for as many hours as they can.
Some of the mods are good, and a handful are horrible and should be avoided at all costs.

Yeah I just jumped back in after a long break, reached 200, experienced what it takes to keep leveling and those awful modifiers....turned it right back off. Guess I'll wait then

I never play matchmade/ default activities. I make my own setup so I can tailor to my builds... and it's not so bad. -40 delta hits just under the old GM NF in enemy toughness and damage. So i try to keep it less than that.

Yeah I've only ever really played match made games which was one of the big reasons I initially stopped playing when they removed matchmaking
