The Tonic Triumphs for Act I are not gated, they can be completed right now.
You need to brew a certain number of a given Tonic to learn the recipe for its upgraded version.
Keep brewing Tonics to learn the new recipes, which then allows you to accept the Minor Fieldwork Quests from Eido that award additional Tonic Reagent packages which then unlock her Major Fieldwork Quests which unlock additional effects.
