Buy it day one at the earliest. This is my suggestion. Bungo Stray Dogs are good at marketing and making us want shit. But that's all it usually has been: shit. Do not pre order. Wait till week 2 once people have a feel for what the dlc actually is. And by people, I mean streamers and the YouTubers.

If what I am understanding from the vidoc is true, you don't have to unless you want some exclusive that is offered via pre order. They mentioned standalone seasons, with no prerequisites for playing THAT seasons content. If this is how they are truly going to move forward, then players will be able to pick and choose when/if they come in, and what content they do or do not buy. I am skeptical, but more than any hype over new content. The idea of Destiny becoming a persistent game universe intrigues me. Consider the idea of D2 being an add on to D1, with ALL of the content being available so that we could still do anything we wanted in either instance of the game. Now, that would have been fun. Especially with lulls in content from D2. I am going to take a wait and see approach to the game moving forward.
