Teleportation is deconstruction and reconstruction. DC doesn't have a true instant teleportation. I checked the science.

The science doesn't exist, what would you check. Also it was true teleportation, flash just got so fast he became 100% omnipresent. He was literally everywhere in the DC multiverse at once. He became existence itself

True teleportation, yes. True instant teleportation? No. However, I never remember omnipresence. But, if you want to do that, then there's any Shinigami Captain, or Ichigigo. Especially first captain, who literally burns particles away upon Bonkai. Their mere presence alone would incapacitate him.
