Bungie, you said on the stream that the reason you don't seperate PvP and PvE stats are because our guardian is our guardian everywhere we go. Part of Bungie's design philosophy is to make sure that weapons work the same no matter the activity.

Surely if part of your design philosophy is to ensure en equal experience across playmodes, then why do you not take into account how the guns are used in PvE when making your decisions.
MIDA for example - was nerfed solely because it was "overused" (according to Bungie) in PvP. So you take away the knockback / stagger and in doing so destroy the weapon's usefulness in PvE. It will now underperform any number of legendary scouts which do not take up the exotic slot.
If you're going to use parity between PvP and PvE as an excuse, then you should make sure that your metrics collection and playtesting play by those same rules. It's clear that as of today, they do not.

Ghorn & black hammer are obviously something you never used as a pve player? Weird. Regardless, PvP can't function with overpowered weapons. PvE is no less fun just because we have to shoot a little more to allow balance I'm PvP. The obvious answer is to adjust majors hit points, and ultras stagger requirements to compensate for the changes required to keep PvP balanced. As of now the game is surviving off PvP. That's the only way it can at this point in its age, and all devs know this about all shooters. That's why the standard of PvP balance outweighing PvE had to be set from the beginning.

Gjallarhorn was changed because it was most used and made a lot of things easy mode. Most lfg required it, and some joining others would leave if players didn't have it. Icebreaker and black hammer were changed because of people sitting back outside of the fight, and was also considered easy mode weapons (while they were limited to only a few bosses).

Its because pvp is cheap and quick to make. And caters to the cheap kid player base. They dont want new maps, the want to know every nook of an old map. They also want other kids huns to not kill them. Sooky yes, but bungie is laughing. They can use a tiny team to produce tiny changes.

There aren't many bosses that are affected by HCR's, and the perk was sorta wasted in PvE since most mobs stagger when you shoot them anyways. HCR's were really a PVP thing.
