If PVP was more popular than it would receive more support. But as it stands The crucible and Gambit are very niche compared to the number of people that play mostly PVE content. So of course PVE is going to get a lot more love and a lot more support because that's where the majority of the player base is. And I say this as someone who actually used to enjoy Gambit quite a bit before the recent changes. It also doesn't help that PVP is a perpetually unbalanced mess. If they actually stepped up and made more freelance playlists for PVP like they did for Gambit and trials I think it would be more popular. The main reason why I avoid The crucible like the plague outside of weeklies is due to the complete lack of balance and being repeatedly steamrolled by full pre made teams.
