Luna's Howl and Not Forgotten was not overpowered. They were consistent. Instead of nerfing them and completely doing away with Pinnacle weapons, they should have made more Pinnacles to compete with the current ones. If you nerf everything that's consistent in PvP then you get what we have now... A huge reliance on one hit kill abilities and not alot of gun play. The only good changes that they've made to PvP is nerfing supers. And even still, there are some obvious outliers. I don't know, that's just my view on the whole player vs player stuff. Realistically there isn't really any incentive to grind it anymore, since they nerfed almost all the rewards you can get.

They're still quite good in PvP.
