It was Never like that. It more like higher light made the difference. It did Capped at a point in specific content. D2 the cap happens much sooner compared to d1.

Yes it was. On patrol you could one-tap most enemies if solo. If in a fireteam, it took two or three shots. I don't know why I'm speaking in past tense, because it's still like this in d1.
