Have an rng set of weapons from engrams/nightfall drops, keep faction gear exclusive to Factions, and have quests give story based armor and weapons. Problem solved.

That [i]could[/i] work, and it would be cool to show off where you got the armor that way.

This idea would essentially stop the loot pool from being so dilute and if you wished to obtain I certain piece of weapon or armor then you can find out an exact way of doing so, the issue of course is the time to make all of it though I'd argue that taking a long time or even delaying a game in order to make plenty of content is worth it
