So I was doing some damage testing in PvE and found both Chill Clip and Cold Steel while synergistic both have taken a considerable hit in the damage department. Compared to other perks.
I'll use a Special weapon and a Heavy with Chill Clip as an example and show my findings for Zephyr as the sole weapon with the Cold Steel perk. Considering that both perks now take 4 shots to setup I'll factor that in for the overall damage bonus. The damage bonus is currently only offered to frozen targets
Testing was done on the Shayotet Partisan Lost Sector Boss.

Seeing the values here it's evident Cold Steel is worse than Frenzy, but only just better than Vorpal Weapon for Heavy Weapons, and Chill Clip for both Special Weapons and Heavy Weapons is now worse than even Vorpal Weapon by nearly 50%.
The real trouble for Chill Clip and Cold Steel is that they only offer extra damage against frozen targets. If Chill Clip were reworked to offer that extra 10% extra damage against SLOWED and Frozen targets instead of just frozen it'd instantly bump this perk up to match Frenzy and Vorpal Weapon.
As for Cold Steel having it offer 20-25% bonus damage on slowed and frozen targets we may see a Whirlwind Blade competitor if a strict 3 light 1 heavy Combo is used.
