Any content you bought on psn will not be impacted at all. Only those players on Xbox who used gamepass for their access will be impacted by the expansions leaving it.
If you wish to pay them on Xbox and do not own them without game pass, yes, you will need to buy them.

You would have to repurchase them on Xbox. DLC is licensed by the platform, and Bungie and Cross Save cannot transfer these licenses to other platforms, so owning the expansions on PS4 does not mean you can access them on Xbox.
