so if buy only season of dawn with 1000 silver on ps i will be getting access to season of the dawn nd future seasons on steam

Only Season of Dawn. You will need to buy each season as it becomes available on PS. The only way to avoid further purchase is to do as I said with deactivating/waiting/reactivating cross-save for Steam.
