In Competitive supers should only regenerate if you play the objective. If it's Control? Stand on the zones and capture it. Clash? Kill opponents. Countdown? Team gets super if bomb is planted and successfully detonates.

I feel like that would be a bit problematic for countdown. It would make steam rolling too easy. A stacked team that wins every round are the only ones that get super? The last round would be so unbeatable.

I also think it would put emphasis on the objective. Right now between Masterworked weapons, super mods, super damage resistance in general and steamrolling kills teams don't need to play the objective. They just need to defeat the opposing team.
