Yeah, but a blinding effect is still powerful whether you headshot or not.

Just get rid of the effect, moving it to the head does absolutely nothing since you die in 1 headshot

It would still be useful against supers and in pve.

Blinding enemies in pve does nothing if you didnt notice and the blinding affect last 1 or 2 seconds and the amount of movement the supers have in this game make it very unlikely, id rather use more powerful weapons against supers then a charging sniper

Eh, it's just a bonus perk. It really doesn't need to go.

The perk is unless maybe if it stuned a hostile target instead of blind, i feel it would make more sense and be able to be useful
