Bungie haven't commented on whether or not this will be changed in the future. If you're having issues with saving modifiers and the activity doesn't have matchmaking enabled, record a clip showing you setting the modifier -> loading -> backing out -> showing the modifier screen and then link to it here; BNGHelp can then pass it on if its a bug.
