Connection related things are restrictions, so you should be able to play - just not Crucible/Gambit. If you are given a 'Not So Fast' message when you attempt to sign in, then you're permanently banned. All you can do is appeal it via [url=https://help.bungie.net/hc/en-us/articles/360049024492-Contact-Form-Appeal-Ban-or-Restriction]this page[/url] using 'submit request' at the bottom. If Bungie determine it was correctly placed, then they won't lift it. You aren't guaranteed a response nor that the restriction will be lifted. If this is your first restriction then there is a good chance that they won't get to the appeal before the restriction gets automatically lifted.
