Hello there!
Have you managed to solve the problem? If it is still relevant, then the problem is in the driver. You need to install driver version 576.28 and then the problem will disappear. I myself encountered this problem (I haven't entered the game for a long time), RTX 4060 and the driver was the latest (576.52).
Tried 576.66 (hotfix), the problem remained. Haven't tried 576.80 yet. Installed 576.28 - the problem disappeared!
I hope this helps someone else who stumbles upon this topic looking for a solution.
