The Conflux Lost Sector is bugged.
The Lost Sector boss is considered a Nightmare.
Nightmares take reduced damage unless you pick up a buff dropped by nightmare adds.
Nightmare adds do not spawn in Legend and Master difficulty Lost Sectors.
This has been an issue for years.
Please fix it.
