Looked around and it seems at some point I abandoned the quest and forgot about it. no wonder it's not working.

Working on Harbinger and was frustrated because I thought I would be unable to finish this content. If you've abandoned the Quest step you can reclaim it at the tower at the Quest Kiosk (By the Postmaster) Hope this helps.
